Weymouth woman disqualified from voting at Plymouth RTC meeting works in Healey administration
Casey Marie Locke is deputy communications director for Healey's Sec of Education
Casey Marie Locke, the Weymouth woman disqualified from voting at the Plymouth Republican Town Committee Monday night and daughter of Republican State Committeewoman Jennifer Cunningham, works in the Healey administration as the deputy communications director for Secretary of Education Patrick Tutwiler.
The job pays $105,510 a year.
Locke is so tight with the Healey administration she had Tutwiler sign her June 4, 2024 marriage certificate on the Governor’s ceremonial desk, writing in the caption on Instagram: “A lot of great things signed at this desk: adding my marriage certificate to that list.”

State House weddings are not uncommon and no rule prohibits town committee members from being state employees.
Late Thursday night Hunter Young, only 20 years old and a TPUSA alumni, was declared the Chair of the Plymouth Republican Town Committee by a vote of 11-10, after state party officials reviewed Locke’s voter registration file and subsequently disqualified her, breaking an 11-11 tie (official letter posted at end of this article).
Locke’s vote was allowed to stand on Monday night at the advice of MA GOP Executive Director John Milligan.
The disqualification raises questions of Cunningham’s role in Monday’s meeting and if Cunningham knew Locke had registered in Weymouth more than a year before and voted in the 2024 Presidential election in Weymouth.
When Locke, who attended by zoom, was twice asked by Committee Secretary Mark Snyder if she resided in Plymouth, Locke declined to answer the question only responding that she was still a member of the Committee.
Cunningham, also a member of the Plymouth RTC, was present at the meeting.
The newlywed changed her voter registration to Weymouth on June 25, 2024 and voted in the November 2024 election in Weymouth according to public records we obtained from the Weymouth Town Clerk on Friday. She remained a registered Republican.
In an email to Town Committee members on Monday Cunningham asserted that she would be “presiding over tonight’s meeting” Vice Chair Bob Morgan did in fact Chair. Young defeated Morgan.
Locke’s X bio banner touts a group picture that includes Healey, Tutwiler and Lt Gov Driscoll, her most recent X post was re-post from Governor Maura Healey (below).
Her X account was changed to locked status Friday evening.
Last week state education officials announced students were still below pre-pandemic levels in academic performance: “13 districts met or exceeded their pre-pandemic performance in both English language arts and mathematics. Nine districts met or beat their high-water mark in English, and 41 did it in math,” according WCVB.
[Full disclosure: as a relatively new member of the Plymouth RTC, elected in March 2024, I made a motion during the meeting to disqualify Ms. Locke’s vote. I voted for Young.]
While her X profile pic is a joyful candid with Tutwiler.
She was very proud of her boss when he made Boston Magazine’s Most Influential Bostonians “That’s my Secretary!”
So is this woman a Dem or a Republican?? I mean, it sounds like she's a Democrat pretending to be a Republican to sabotage the Republican movement in Massachusetts. I say this because if she was a Republican working in a Democrat administration because she loves this state and wants to serve, I can't imagine that she would be working in their communications department to be their hype woman.
Yikes - there are snakes everywhere. Thanks for bringing this to light and the importance to know the quality of the people running Republican Town Committees. Also, makes you think twice about the MA GOP vetting process and Cunningham's fitness for the GOP role.
