MA GOP orchestrates coup against TPUSA candidate at Plymouth Republican Town Committee meeting
Alleged voter fraud by daughter of Republican State Committeewoman
The split between conservative and mainstream Republicans ripped wide open again Monday night as an official from the Republican State Committee descended on Plymouth to facilitate zoom voting, while allegations of voter fraud by the daughter of a State Committeewoman resulted in a tie vote for Chair.
All of the remote participants, attending via the laptop of the Executive Director of the Massachusetts Republican Party, voted for the same candidate for Committee Chair, Vice Chair Bob Morgan.
In the aftermath of Charlie Kirk assassination, several people attended as observers, many of whom had never before attended an organized Republican Party event.
Morgan and Hunter Young, the 20 year old TPUSA alumni tied 11-11 after the vote of Casey Marie Locke was allowed to stand, at the advice of MA GOP Executive Director John Milligan.
Locke is the daughter of State Committeewoman Jen Cunningham. Cunningham is a member of the Plymouth RTC.
[Full disclosure: as a relatively new member of the Committee, elected in March 2024, I made several motions during the meeting, including to dis-allow voting by zoom and to disqualify Ms. Locke’s vote.]
When Locke, who attended by zoom, was twice asked by Committee Secretary Mark Snyder if she resided in Plymouth, Locke declined to answer the question only responding that she was still a member of the Committee.
However voter records clearly indicate that Locke is a registered voter in Weymouth (see below).
Locke maybe counting on an obscure state law that allows members to remain on the Committee for the remainder of the calendar year even if they have since moved away from the Town.
Efforts to determine the date of Locke’s voter registration in Weymouth have been inconclusive.
Yet Town Committee by-laws require members be “enrolled voters of the Republican Party residing in the Town of Plymouth.”
Kari MacRae, a candidate to represent Plymouth in the State Senate, called for the resignation of Locke from the Town Committee and Cunningham from both the Town and State Committee.
“As Republicans, we constantly advocate for election integrity. To allow voter fraud and misconduct within our own party makes us hypocrites and weakens the trust voters place in us. It is time to send a clear message: voter fraud and misconduct will not be tolerated, no matter who commits it,” MacRae said.
State Representative John Gaskey joined MacRae in calling for Cunningham’s resignation in a Facebook post Wednesday.
Milligan provided a zoom link courtesy of the MA GOP however, the remote participation link was never distributed by the Secretary of the Committee and there is no official record to indicate that all members of the Committee received the link or notice of the option.
In fact, the first mention of the possibility of remote participation came from Cunningham, not Secretary Snyder, via an email at 2:49PM the afternoon of the meeting.
The actual zoom link was sent by Cunningham, not Secretary Snyder at 5:13PM.
In the 2:49PM email Cunningham asserted that she “will be presiding over tonight’s meeting.” However the by-laws clearly indicate that Vice Chair (Bob Morgan) functions as Chair in the Chair’s absence. The prior Chair had stepped down.
Morgan acted as Chair.
Gaskey wrote: “Kari is right, if we are unable or unwilling to call out the corruption when we see it, we have no place in government. The RTCs are the grassroots, it’s what supports EVERYTHING we do. I agree with Kari’s statement and will be calling for her resignation.”

4:37PM Cunningham sends email stating that “Bob Morgan will preside over the meeting this evening” and that she has not received “any other declarations of candidacy for Chair” - no mention of zoom option
5:13PM Cunningham forwards email from MA GOP Executive Director John R. Milligan with zoom link
